Background / IRC Summary


The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014, the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict affected populations.

IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Monguno and Gwoza of Borno state and Damatru of Yobe State. Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods.


Job Overview


Under the direct supervision of the Reproductive Health Manger, the RH officer (Midwife Supervisor) will be responsible for implementation of these comprehensive package of RH services in Konduga LGA and will support other locations as assigned

The RH officer (Midwife Supervisor) will assist the RH Manager to oversee facility and staff daily performance to ensure quality and timely reproductive health care services while maintaining high level of ethical and professional standards.


Major Responsibilities

Clinical Supervision:


Supervise and supports the provision of ALL clinical services and consultations at maternity sessions of supported MoH facilities and IRC’s comprehensive women centres.

Ensures staff adherence to universal hygiene standards / precautions, appropriate waste management, bio-hazard prevention, infection prevention and control in the health facilities

Works with cleaning staff to maintain general cleanliness of the working environment

Liaise with the referral officer to facilitate referral of patients who need emergency or special care

Works with community mobilization team to ensure strong linkages between services and communities

Keep inventories and supervise the use of medical devices, ensuring they are clean and follow up with logistics for regular maintenance

Ensure the availability of essential drugs and medical supplies at the facility as per the approved tracer drug list

Liaise with the pharmacy warehouse to prevent stock out of drugs, other medical supplies while working with the RH manager to procure other consumable required in the facilities.


Technical Support and Quality of Care Management:


Ensure all SRH services are in line with national/adopted protocols, and RH policies and guidelines are well understood by midwives and other support staff in the facilities

Ensure all the staff follow the established IPC standards and international standard of infection prevention protocols

Ensure all facilities adhere to instrument processing and sterilization protocols

Conduct quarterly clinical skills’ assessment for midwife and follow up on areas that need improvement

Provide on-the-job trainings to all midwives and support staff, define their training needs, and support the RH manager to implement them according to project objectives

Conduct period facility readiness assessment and follow up on service point improvement action plan.


Staff Management:


Routinely monitor supervised staff performance according to their job description, conduct performance evaluation and provide written feedback in a timely manner

Monitor staff daily attendance to duty posts and ensure time sheets are correctly filled and submitted monthly

Ensure staff leave plan is followed and managed in a way that ensure smooth program continuity

Develop and manage monthly midwives’ roster where applicable.


Representation, Project Implementation and Reporting:


Focal person for intersectoral integration between Reproductive Health and Women Protection and Empowerment sector

Raises purchase and payment request for reproductive health program and provide information that will support on BVA update

Ensure teamwork and maintain relationship with different sectors and government agencies

Responsible for validation of program data and timely submission to M&E on weekly basis

Work with M&E team to analyze data on a weekly / monthly basis, feeds information back to the program, and adapts strategies accordingly.

Provide weekly / monthly activity reports to the supervisor.


Others:


Consistently and proactively monitors and assesses the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain / enhance the security environment for IRC programs

Other duties as assigned by the supervisor to enable and develop IRC programs.


Key Working Relationships:


Position directly reports to the Reproductive Health Manager

Position directly supervises the midwives and the Konduga community mobilizer (indirectly)

Indirect reporting: Senior / Reproductive Health Manager

Other Internal and / or external contacts: Health Program staff and managers, and ALL other IRC sectors

External: Other partners- NGO’s, MOH etc.


Qualifications


Registered Midwife (Bachelor’s degree in nursing sciences an added advantage)


Work Experience:


Minimum of 2 years work experience as midwife

Familiarity with local context and experience working with displaced population.

Ability to independently organize work, prioritize tasks, respect and adheres to deadlines

Working Environment:


Borno State is categorized as security phase 4 (Red). The midwife supervisor (and staff under his / her supervision) are thus expected to work closely with IRC safety and security team (SST) to receive routine security briefings and comply with all security protocols / guidelines.

Job Description


The International Rescue Committee is an NGO that serves refugee and communities victimized by oppression and violent conflict worldwide.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The initially intervened in response to flood disaster that affected over 7 million people across the country, destroying harvest and damaging home.

IRC is currently implementing programs in Health, Child Protection, WASH, Nutrition and Women’s Protection and Empowerment in Adamawa, Borno and Yobe State, North-Eastern Nigeria.

WPE program implement prevention and response activities to address gender-based violence.

Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological, and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities.

The IRC Women Protection and Empowerment Program is a multi-sectoral prevention and response program involving multiple organizations and actors from the IDP and NGO community, UN agencies and all sectors of IRC.

The focus of this program is to provide good quality health and psychosocial response services to conflict-affected women and girls in Adamawa, Borno and Yobe, North-Eastern Nigeria in a timely manner.


Job Overview / Summary


The WPE Senior Case Management officer will be providing technical support to the entire Nigerian Country program Case Management team and ensure qualitative case management services are in place for survivors to access. Staff will closely work with case management officers to make sure that cases are properly documented and closed using the case management guideline.

The Senior Case Management Officer will have regular meetings with case management officers in the various field offices for monthly debriefing sessions and provide regular support as may be needed.

The Senior Case Management Officer will utilize reports from the GBVIMS Incident Recorder to analyze case trends in order to provide information during program design workshops. The Senior Officer will take the lead in planning and conducting all capacity building sessions with the response team.


Major Responsibilities


Take the lead in all capacity building processes for the response team.

Provide rotational regular supervision to case management officers and make sure that staff correctly monitor and support case management assistants technically and otherwise.

Ensure case management officers work with assistants to adhere to all the case management guidelines, and ensure documentation steps, action plans are done in a survivor centered manner.

Follow-up with case management officers to correctly enter data into the GBVIMS primero platform and flag off errors where needed.

Ensure case management officers compile and share GBVIMS monthly data for reporting to the DGO focal lead.

Attend GBVIMS, MHPSS and all Case conferencing and other external meetings as may be required.

Take the lead on conducting case conferencing sessions across all field sites.

Regularly interphase with the M & E officer to conduct data cleaning on response activities.

Conduct regular meetings with case management team for self-care and provide support supervision visits.

Manage Database of documented cases: to include statistics, and all other relevant information.

Use the GBVIMS/Primero+ Incident Recorder to analyze cases documented for weekly, monthly and quarterly reporting.

Actively develop and maintain effective working relationships with case management actors in the field, Including government actors, UN agencies, NGOs, and other relevant actors.

Provide weekly/monthly reports to the Program Coordinator and Managers.

Any other duties as assigned by the GBV Program Coordinator/Managers”.

Qualifications


Education: University degree in Sociology or Public health from a recognized Institution.

Work Experience: Must have experience working directly with GBV survivors and documenting cases of GBV for at least 3 years


Demonstrated Skills and Competencies:


Must be Computer literate in MS-Word and MS-Excel

Should be able to provide mentorship to staff being supervised.

Ability to maintain confidentiality and respect for clients at all times is essential.

Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail.

Must possess interest and commitment to human rights, gender equality and gender issues.


Language Skills:


Must be able to read, write and understand English, fluent in Hausa, and or other community language.
