CRS’ Nigeria office is implementing a 2-year, Germany government project entitled, “Stabilization and Reconciliation in the Lake Chad Region (STaR)” in the North East of Nigeria. Through programming in agriculture & livelihoods, social cohesion, community infrastructure and local governance, the project is intended to contribute to the stabilization and reconciliation in the most affected regions of the Lake Chad Basin namely Borno, Adamawa and Yobe states in Nigeria, Diffa in Niger and, the Lake Region in Chad.


Job Summary


The Governance Officer will be responsible for the delivery of the local governance component of the STaR project in target locations in Yobe state.

This will include providing technical advice, overseeing the activities of implementing partners on governance trainings, and working with government ministries and department agencies (MDAs) and communities to establish / strengthen governance structures.

S / he will lead the partner team on assessment of local government (LGA) capacities, and development and implementation of organizational development plans. Working closely with the Social Cohesion Officer/Assistants, other governance officers, the Governance Officer will ensure that local government entities are involved in peacebuilding activities and are linked to community disaster risk reduction activities.

This position requires close interaction with community members and local governance structures.


Roles and Key Responsibilities
Project Implementation and Technical Support:


Lead STaR governance assessments ensuring quality data collection tools, adherence to high international standards in capturing governance data, robust analysis of data and iterative use of information / recommendations from governance assessments to positively impact STaR performance.

Provide technical leadership and guidance in planning and implementation of governance activities of STaR in the Northeast Region of Nigeria as detailed in the proposal documentation (narrative, log frame, workplan and budget).

Support to identify technical support needs of partners and facilitate capacity building trainings and other supports to program partners on social accountability.

Support engagement with local governments, community members, and displaced communities on activities to improve local governance and service delivery, as well as advance peace-building initiatives.

Deliver governance trainings for MDAs and community structures such as ward and village development committees.

Lead the establishment and strengthening of communities’ and MDAs governance structures including at the village, ward and LGA levels.


Coordination and Representation:


Under the technical supervision of the Governance Advisor, represent STaR and support coordination aimed at ensuring STaR contributes to the overall delivery of CRS’ strategies in Nigeria.

Work closely with other STaR and CRS staff to liaise with community members, including displaced communities to draft community led Disaster Risk management plans, Local Economic Development plans incorporating peace message.

Support efforts to liaise with other governance projects particularly PERL (funded by DFID and implemented by the PERL consortium) and the GIZ, Germany Government-funded projects to standardize approaches, minimize duplications and work towards a common goal.

Support other components to ensure coordination of CRS activities with various government stakeholders in the state ministries departments and Agencies.


Monitoring, Evaluation, Accountability and Learning (MEAL):


In coordination with the MEAL Officer, Support timely and quality capturing of MEAL data on governance project component.

Ensure timely completion of project performance tools including detailed implementation plans (DIPs) and indicator tracking tables (ITT) as it relates to Governance activities and deliverables.

Provide regular (using standardized formats) and ad hoc reporting on implementation to the STaR leadership, CRS Nigeria leadership and the donor as directed.

Contribute to ensuring accountability to project beneficiaries and local stakeholders.


Qualifications
Basic Qualifications:


Bachelor’s degree in Sociology, Political Science or any other related field

4 years of work or volunteer experience in community development and mobilization.

Additional education may substitute for some experience.

Computer skills required.

Required Languages - English, Hausa,

Travel - Must be willing to travel up to 75 %.

Job Summary


As Environmental, Social, Health and Safety Officer, you will be responsible for leading the implementation of the STaR Project’s Environmental and Social Management Plan (ESMP) for the reconstruction and rehabilitation of Social Infrastructures.

As an ESHS Officer, you will manage technical guidelines and means of verification, handle a grievance and feedback mechanism, design and provide training, and coordinate with communities, construction companies, project staff, and implementing partner(s).

Your management, coordination and communication skills will ensure that the infrastructure component of the STaR project applies best environmental, social health and safety practices; and works constantly to improve.


Roles and Key Responsibilities
Project Implementation and Technical Support:

Under the direct authority of the Infrastructure Manager, the ESHS Officer is responsible to:


Organize, adapt and lead the implementation of the STaR Project’s Environmental and Social Management Plan (ESMP) with the STaR project team, including Local Government Authority desk officer, community based operation and maintenance committee, assuring CRS program quality standards, donor requirements and good practices.

Ensure the implementation of mitigation, management and improvement measures of the ESMP, through exhaustive monitoring and verification of these measures, as well as the establishment of the necessary control procedures (inspections, reports, reviews, interviews, etc.).

Coordinate and communicate with stakeholders of the Environment, Social Health and Safety component of the STaR project; and facilitate the participation and understanding of local actors, especially contractors, project staff and partners in order to effectively implement the component's actions.

The specific objectives of the ESMP to be managed by the ESHS Officer are:

Reduction of occupational health and safety risk on construction sites, and compliance with labor rights.

Reduction of ambient air pollution emissions due to construction works

Limit noise and vibration at construction sites caused by equipment and construction works

Ensure the efficient and safe use of traffic and transportation in construction sites.

Reduce the impact of the construction works on the soil and groundwater, ensuring appropriate waste management and good soil handling practices.

Manage the efficient use of water and reduce the risks derived from rain and water bodies.



Limit the impacts of the work on flora, fauna and cultural heritage, and

Manage the socio-economic impacts of the construction works in the targeted communities.

Own the Grievance and Feedback Mechanism in relation to Construction works and responsible for implementation, continuous improvement and monitoring thereof.

Manage the Grievance and Feedback Mechanism system for the infrastructure component of the STaR project. Ensure the collection of grievances, timely recording and handling, and appropriate responses to the reporters, in coordination with STaR Project MEAL Officer, STaR Feedback Desk Officer, and the STaR Project Manager, among other key staff.

Lead and develop capacity building, learning, and technical support activities to ensure that Environment, Social, Health and Safety activities are implemented according to project and donor guidelines and standards.

Analyze and report on any difficulties in the implementation of activities, to better guide adjustments to plans, schedules, and implementation approaches.

Coordinate any logistical and administrative requirements for component staff and implementing partners.

Verify that the Environment, Health and Safety documentation is complete, with all required documents, and filed according to agency and funder requirements.

Ensure the preparation of periodic reports, documentation, in close collaboration with other team members, particularly with the MEAL department.

Develop productive working relationships with other STaR team members and supervisors for project implementation.

Conduct supervision and monitoring missions in the field to ensure the proper implementation of activities.

Carry out all tasks within the area of his/her competence that the line manager may assign you in the framework of project activities and specifically in the framework of community infrastructures construction.


Coordination and Representation:


Work closely with other STaR and CRS staff to liaise with community members, including displaced communities to ensure accountability of infrastructure projects.

Ensure representation of the community with CRS STaR leadership and vice versa including liaison with the construction contractor to beneficiary satisfaction.


Monitoring, Evaluation, Accountability and Learning (MEAL):


In coordination with the MEAL Officer, ensure timely, quality capturing of MEAL data on grievance mechanism as it relates to Infrastructure component and other components as received.

Provide regular support to Infrastructure Manager (using standardized formats) and provide weekly, monthly and quarterly reporting on environmental, social health and safety of the project beneficiaries to the STaR leadership.

Contribute to ensuring accountability to project beneficiaries and local stakeholders

Qualifications
Basic Qualifications


Higher National Diploma or Bachelor’s degree in Civil Engineering, Environmental Engineering, or any relevant environmental fields.

5 years of significant experience in the implementation and monitoring of community infrastructure works, particularly managing health, safety, environmental and social risk mitigation measures on construction sites, is required.


Required Languages - English, Hausa:


Travel - Must be willing to travel up to 75 %.

Job Summary


Under the direct supervision of the Infrastructure Manager, the post holder will be fully responsible for programing of infrastructure activities within target areas including leading community led needs assessment, engineering technical assessments, analysis, designs and engineering drawing of community infrastructure projects including preparing bills of quantities, supervising / implementing community infrastructure activities and ensuring quality construction implementation of infrastructure projects.

The post holder will similarly be responsible for field monitoring the vendors / construction company activities adhering to established monitoring processes for works, ensuring safety of construction teams, adherence to KFW, Government of Nigeria and CRS construction policies and legislation.

The post holder will ensure compliance with International Environmental, Social, Health and Safety (ESHS) standards on site.


Roles and Key Responsibilities
Project Implementation and Technical Support:


Provide supervisory role to Infrastructure assistant(s) for program activities including ensuring staff capacity development.

Responsible for and participate in the production of quality technical designs and drawings for selected infrastructure projects according to relevant engineering standards in the state.

Responsible for and participate in the preparation of bill of materials for cash for work projects and bills of quantities for contractor-led infrastructure projects.

Responsible for and participate in the Preparation of project specifications, QA/QC monitoring plans and checklists for infrastructure activities.

Responsible for and participate in technical assessments for infrastructure feasibility and design.

Responsible for and participate in the preparation of community infrastructure rehabilitation plans and leading validation activity of at community level.

With support from Governance team, Lead Infrastructure community engagement at all stages of project implementation.

Responsible for and participate in the supervision of community-led and private sector led construction works to ensure adherence to approved technical designs, drawings and specifications.

Participate in routine monitoring construction projects and reports on construction progress based on established process, ensuring requisite safety precautions are taken during construction in accordance with KFW and CRS policies and guidelines

Work closely with Procurement team to ensure timely delivery of materials to specification and with community leadership to ensure proper and secure storage of construction materials.

Flag variations with implementation of project activities and report to Infrastructure manager including leading implementation of necessary actions to ensure alignment.

Support the partner staff with community leaders to identify both skilled and unskilled CFW beneficiaries. Oversee the training of CFW beneficiaries.

Support partner staff to prepare weekly projections including tools and material needs including cash projections for CFW payments to ensure enough materials and money is available.

Support partner staff to establish, train and mentor infrastructure operation and maintenance (O&M) committees.

Provide support other STaR project components with project implementation and ensure coordination of activities to ensure integrated approach across components and across STaR locations.

The Social Cohesion Assistant (SCA) will support the Social Cohesion Officer in the implementation of the STaR project activities which include peace building, conflict mitigation and re-integration activities.

S / he will also support strengthening community traditional systems, increase social cohesion and inclusion in communities.

This position will work across all sectors and coordinate closely with other CRS colleagues to ensure that CRS activities abide by ‘Do No Harm’ principles; that CRS contributes to the repair of the social fabric; and, that CRS programming protects the rights of the most vulnerable groups. This position requires close interaction with community members and local governance structures.

Assist in the day-to-day implementation of social cohesion activities and capacity improvements of the program (both at the administrative level and in the field), including oversight of community-based staff under this specific component.

Coordinate staff movements including leave, field trips and all required logistics using the movement and leave tracker.

S / he will carry out their duties with a focus on mentoring and coaching of partner staff. S / he will ensure that all activities related to Agriculture and Livelihood in the project are implemented accordingly.

Support the Agriculture & Livelihoods Officer to provide technical leadership, guidance and capacity strengthening to STaR project in the areas of agriculture-based livelihoods activities.

Work with the local partners to provide technical assistance to smallholder farmers including assisting farmers in adopting new technologies and innovations for increased productivity, quality, efficiency, management, etc. through tailored trainings and demonstration trials where relevant.

Support the process of identifying and mentoring of community-based field agents (FAs) by ensuring good working relationship between FAs and government extension agents and mentoring FAs in becoming Private Input Service Providers

Support in Providing technical leadership and guidance in the assessment, planning and implementation of Agriculture & Livelihoods activities of STaR in the Northeast Region of Nigeria in collaboration with STaR’s partners and relevant government agencies.

Under the supervision of the Agriculture & Livelihoods Officer, support the design and development of capacity strengthening strategies, approaches and tools to support STaR partners and relevant government agencies in the area of agricultural livelihoods.

Develop strong working relationships with community and village district administrations, local government institutions, and other existing projects within project locations.

Support the Agriculture & Livelihoods Officer to lead private sector linkages and engagement including farmers’ linkage to output markets, capacity building for the local service providers like tractor operators etc.

Work to deliver quality program and timely reporting of Agriculture & Livelihoods activities including ensuring the quality of Agriculture and Livelihood groups in target areas through regular field visits and spot checks

Regularly brief the Agriculture & Livelihoods Officer on progress, promptly alert to emerging issues, foreseen problems and constraints or delays in the timely implementation of activities or any other factors that could affect the quality of the services and recommend and implement approved corrective measures.

Contribute to the development of Scopes of Work for short-term technical assistance / consultants in the area of Agriculture & Livelihoods


Coordination and Representation:


Work closely with other STaR and CRS staff to liaise with community members, including ensuring close coordination and synergy with the SILC and Social Cohesion community groups.

Work closely with partners (GIZ, Private and public institutions, etc.) to deliver project results

Ensure alignment with other projects being implemented by CRS in the region


Monitoring, Evaluation, Accountability and Learning (MEAL):


Support monitoring, evaluation, supervision, and reporting of project activities in the project area in coordination with the MEAL Officer.

Ensure contribution to timely completion of project performance tools including detailed implementation plans (DIPs) and indicator tracking tables (ITT) as it relates to Agric and Livelihood activities and deliverables in target area.

Provide regular support to Agric & Livelihood officer (using standardized formats) and reporting on implementation of field activities (weekly, Monthly and quarterly).

Document the implementation process, lessons learnt and success stories in each year of program implementation.

Contribute to ensuring accountability to project beneficiaries and local stakeholders


Qualifications
Basic Qualifications:


Bachelors Degree in Agriculture or any other related degree

Some work or volunteer experience in supporting community development and mobilization.

Required Languages - English, Hausa,

Travel - Up to 75 %.

CRS’ Nigeria office is implementing a 2-year, Germany government project entitled, “Stabilization and Reconciliation in the Lake Chad Region (STaR)” in the North East of Nigeria. Through programming in agriculture & livelihoods, social cohesion, community infrastructure and local governance, the project is intended to contribute to the stabilization and reconciliation in the most affected regions of the Lake Chad Basin namely Borno, Adamawa and Yobe states in Nigeria, Diffa in Niger and, the Lake Region in Chad.


Job Summary


Under the supervision of the SILC Officer, the SILC Assistant will be responsible for implementing the Savings and Internal Lending Community (SILC) activities under the Economic revitalization component of the STaR project through partner staff in communities within Yobe state.

S / he will carry out their duties with a focus on mentoring and coaching of partner staff. S / he will ensure that all activities related to SILC in the project are implemented according to agreed standards and protocols.


Roles and Key Responsibilities
Project Implementation and Technical Support:


Assist in the day-to-day implementation of social cohesion activities and capacity improvements of the program (both at the administrative level and in the field), including oversight of community-based staff under this specific component.

Support to identify technical support needs of partners and facilitate capacity building trainings and other supports to program partners on social accountability.

Proactively contribute to strategic thinking on SILC issues for STaR program implementation.

Support in the development / review and timely implementation of SILC project work plans and activities, by ensuring the active engagement of all partner organizations.

Provide direct technical assistance to implementing partners to ensure technical soundness and high-quality SILC programming.

Support in the development of technical tools and materials to support SILC projects in the early recovery and resilience programs portfolio.

Support to promote the project and the SILC PSPs (Paid Service Providers) to community stakeholders

Ensure the quality of SILC groups in target areas through regular field visits and spot checks

Ensure timeliness and accuracy of SILC field agent reporting

Support the Certification and launching of PSPs

Organize and oversee activities of PSP networks

Regularly brief the SILC Officer on progress, promptly alert to emerging issues, foreseen problems and constraints or delays in the timely implementation of activities or any other factors that could affect the quality of the services and recommend and implement approved corrective measures.

Support in preparing narrative and MIS reports.


Coordination and Representation:


Work closely with other STaR and CRS staff to liaise with community members, including ensuring close coordination and synergy with the Agric and Livelihood community groups.

Organize and facilitate project events with local leaders, agents and groups, as needed


Monitoring, Evaluation, Accountability and Learning (MEAL):


Review data collection forms and MIS reports and act to improve project performance Certify and launch PSPs

In coordination with the MEAL Officer, ensure timely and quality capturing of MEAL data on SILC.

Ensure contribution to timely completion of project performance tools including detailed implementation plans (DIPs) and indicator tracking tables (ITT) as it relates to SILC activities and deliverables in target area.

Provide regular support to SILC officer (using standardized formats) and ad hoc reporting on implementation of SILC activities.

Job Summary


Under the supervision of the Infrastructure Officer, the post holder will participate in community-led needs assessment, engineering technical assessments, analysis, designs and engineering drawing of community infrastructure projects including preparing bills of quantities, supervising / implementing community infrastructure activities and ensuring quality construction implementation of infrastructure projects.

The post holder will similarly be responsible for field monitoring the vendors / construction company activities adhering to established monitoring processes for works, ensuring safety of construction teams, adherence to KFW, Government of Nigeria and CRS construction policies and legislation. The post holder will ensure compliance with International Environmental, Social, Health and Safety (ESHS) standards on site.


Roles and Key Responsibilities
Project Implementation and Technical Support:


Support the production of technical designs and drawings for selected infrastructure projects according to relevant engineering standards within the state.

Support the preparation of bill of materials for cash for work projects and bills of quantities for contractor-led infrastructure projects.

Support preparing project specifications, QA/QC plans for infrastructure activities.

Participate in technical assessments for infrastructure feasibility and design.

Support the preparation and validation of community infrastructure rehabilitation plans.

Participate in community engagement at all stages of project implementation.

Supervise community-led and private sector-led construction to ensure adherence to approved technical designs, drawings and specifications.

Participate in routine monitoring construction projects and reports on construction progress based on established process, ensuring requisite safety precautions are taken during construction in accordance with KFW and CRS policies and guidelines

Report any variations with implementation of project activities to line manager.

Work with partner staff with community leaders to identify both skilled and unskilled CFW beneficiaries. Oversee the training of CFW beneficiaries.

Work with partner staff to prepare weekly projections including tools and material needs including cash projections for CFW payments to ensure enough materials and money is available.

Work with partner staff to ensure transparency of CFW activities at community level.

Work with partner staff to establish, train and mentor infrastructure operation and maintenance (O&M) committees.

Other duties as requested by STaR infrastructure Officer and Infrastructure Manager


Coordination and Representation:


Work closely with other STaR and CRS staff to liaise with community members, including displaced communities to draft community infrastructure rehabilitation plans (CIRPs).

Participate to ensure coordination of CRS Infrastructure activities with similar initiatives funded by other donors / implemented by government MDAs / various stakeholders.


Monitoring, Evaluation, Accountability and Learning (MEAL):


In coordination with the MEAL Assistant and Infrastructure Officer and, support capturing of MEAL data on infrastructure component.

Ensure timely provision of information for completion of project performance tools including detailed implementation plans (DIPs) and indicator tracking tables (ITT) as it relates to Infrastructure activities and deliverables.

Contribute to ensuring accountability to project beneficiaries and local stakeholders


Qualifications
Basic Qualifications:


Higher National Diploma or Bachelor’s degree in Architecture, Building, Civil Engineering or any relevant field.

2 years overall experience in construction design and on-site construction supervision

Experience in implementing community infrastructure projects.

Proves experience with AutoCAD, RCC spreadsheets and other common software in structural designs.

Required Languages - English, Hausa,

Travel - Must be willing to travel up to 75 %.
