Background


Management Sciences for Health and Malaria Consortium in collaboration with Catholic Relief Services and National Malaria Elimination Programme as lead PRs in 13 malaria priority states supported by the Global Fund. One of the partners’ activities includes improved malaria commodity utilization and improved reporting from the health facilities, through effective and efficient HMIS and LMIS data triangulation, and the test positivity rates (TPR) reported from the routine health facility data through the NHMIS.

One of such activity involves improved malaria commodity utilization and improved reporting from the health facilities, through effective and efficient HMIS and LMIS data triangulation. Theoretically, HMIS and LMIS data should match; however, there are different reasons those numbers do not match. It has however become imperative to compare them, to see what the differences and the magnitude of these differences are, identify the root causes and to take specific actions that will help address the root causes and improve data quality. Comparing both data systems has been proposed by relevant stakeholders as a solution to many of these challenges. In addition, the test positivity rates (TPR) reported from the routine health facility data through the NHMIS have been persistently high ranging from 60% to 80% between Jan and Dec 2018 and was repeated in February 2020. These persistently high TPRs, despite the numerous malaria interventions, raise questions regarding the true test positivity rate, hence the need to better understand health care workers’ practices in the management of fever cases at the health facilities.

MSH will be supporting this activity across 13 Global Fund supported states namely; Adamawa, Delta, Gombe, Jigawa, Niger, Kaduna, Kano, Kwara, Katsina, Ogun, Osun, Taraba and Yobe states. The exercise will be carried out to have a better understanding of the root causes behind the observed HMIS-LMIS data disparities and provide recommendations/interventions for addressing these root causes.


Objectives
The objectives of this on-site data and operations review includes:


To compare HMIS and LMIS data from source documents and identify any disparities

To identify the root causes of any identified disparities in both data sets

To observe real-time the management of suspected malaria cases by frontline healthcare workers including testing, treatment, documentation practices and other factors

To understand the root causes of the high-test positivity rates reported from facilities

To work with the HFs, LGAs and states to proffer adequate solutions by mapping out an improvement plan to address the identified issues.

To revisit the forecast and quantification and make necessary adjustments as relevant and appropriate.

To consider impact on distribution plans and actions to be taken thereof.


Deliverables:


Analyze the submitted triangulation data with MSH team

Develop a comprehensive technical report detailing the findings of the triangulation in conjunction with MSH and other partners

Any other tasks that maybe required in relation to the activity.


Qualifications


The Consultant will be very experienced in report writing. Consultant should be able to collate and analyze data at the end of the exercise.

Data Collection/Statistical Packages: Survey ToGo, SPSS, STATA, Dedoose, MINITAB, ZAITUN, EPI INFO, Allocation software, DESIGN EXPERT, Modprobe, MS Excel, MS ward etc

Bachelor's Degree, Biostatistician / Epidemiologist and / or equivalent relevant experience.

Excellent attitude and interpersonal skills.

Teachability: ability to learn and apply new skill.

Project Overview


The overarching aim of the GF Resilient & Sustainable Systems for Health [RSSH] project is to improve the health and well-being of the Nigerian people by identifying and addressing systemic issues affecting the optimal delivery of health services in Nigeria.

The resulting high-level interventions have been designed to follow the Global Fund’s framework for [RSSH] that is built on the essential building blocks of WHO for a well-functioning health system.


Objective of the Consultancy
The RSSH Program Support Consultant will support the grant management, stakeholder management, fulfillment of donor and organizational reporting requirements, development of communication products and more. Will have the following responsibilities:


Support project stakeholder management efforts

Represent the project within the stakeholders’ community.

Support the development of concept notes, guidance documents, manuals etc

Support the documentation and dissemination of best practices.

Support the development and dissemination of communication products including fact sheets, success stories, technical briefs, reports, publications and more.

Manage the project office secretariat.

Support the design and or upgrade of the project grant management and tracking tools.

Support the design and or upgrade of the grant comprehensive data management system.

Link and analyze resource inputs, outputs and outcomes and report on project effectiveness and efficiency.

Lead the preparation and submission of project donor reports.

And any other duties that may be assigned by the Project Director.


Requirements


A degree in any field. A postgraduate qualification is desirable.

At least 6 years’ experience in program management.

A strong experience designing, developing and or using program management tools.

Very good hands-on involvement in the government and donor spheres.

Strong experience in project implementation across the HIV, TB, Malaria landscape.

Experience managing communication with a multiplicity of stakeholders.

Experience in development of concept notes, checklists, guidance documents, manuals, SOPs etc

Experience developing and disseminating communication products including success stories, fact sheets, donor reports, technical briefs and publications.

Experience developing and using work plan tracking and program management tools.

Experience with program reporting requirements.

Experience using editing soft wares and packages

Experience using infographic soft wares and packages.

Strong leadership qualities

Strong oral and written communication skills.

Strong stakeholders’ management capabilities.

A good knowledge of PSM, M&E and Lab services is an advantage.

A good knowledge of HIV, TB and Malaria program implementation is an advantage.

Competency in MS Word, Excel, PowerPoint. Strength in using statistical soft wares is a plus.

Strong ability using editing soft wares and packages

Strong competency using infographic soft wares and packages.
